The scope baseline is the approved version of the project scope statement, work breakdown structure (WBS), and its associated WBS dictionary, used as a reference for measuring project scope performance.
Explanation
The scope baseline is one of three baselines (along with the schedule baseline and cost baseline) that make up the performance measurement baseline of the project. It is established as an output of the Create WBS process and represents the approved scope against which all future scope-related performance is measured.
The three components of the scope baseline are the project scope statement (what the project will deliver and its boundaries), the WBS (the hierarchical decomposition of the total scope), and the WBS dictionary (the detailed description of each WBS element). Together, these documents provide a complete, approved picture of the project scope.
Changes to the scope baseline must go through the Perform Integrated Change Control process. Any approved change results in an updated scope baseline, which then becomes the new reference point.
