Stakeholder communication requirements define the information needs of each stakeholder or stakeholder group, including what information they need, when they need it, how it should be delivered, and who is responsible for providing it.

Sources of information commonly used to identify communication requirements include organization charts, project organization and stakeholder responsibility relationships, departments and disciplines involved in the project, logistics of how many persons will be involved and at which locations, internal and external information needs, and stakeholder information documented in the stakeholder register. The communication channels formula helps quantify the potential complexity of communications.

Effective identification of communication requirements prevents two common problems: information overload (stakeholders receiving too much irrelevant information) and information deficit (stakeholders not receiving information they need to make decisions or perform their roles). The communications management plan documents these requirements and serves as the guide for all communication activities. Requirements should be reviewed periodically because stakeholder needs may change as the project progresses through different phases.
