The CCB reviews change requests, evaluates their impact on the project baselines, and formally approves or rejects them. CCB membership typically includes the project manager, sponsor, key stakeholders, and technical experts. The CCB's decisions are documented and communicated through the change log.

**Why not A:** Monitoring project performance against the approved baseline is the responsibility of the project manager and the project management team through the Monitor and Control Project Work process, not the CCB. The CCB focuses specifically on change request decisions.

**Why not B:** Implementing approved changes to project deliverables is the responsibility of the project team during execution. The CCB's role ends at the approval or rejection decision; it does not perform the actual implementation work.

**Why not D:** Generating change requests from stakeholder feedback is done by stakeholders, the project team, or the project manager. The CCB receives and evaluates change requests that have already been submitted; it does not originate them.
