CAPM Practice: Demonstrate an understanding of project management planning

Resource planning begins with understanding what work needs to be done and what skills are required to complete that work. The scope and required competencies drive all other resource decisions.

**Why not A:** While availability of experienced internal staff is a relevant consideration, it is secondary to understanding what work needs to be done. Knowing who has worked on similar projects is helpful but cannot be the first consideration if the scope and required skills have not yet been defined.

**Why not B:** The organizational structure and reporting relationships affect how resources are managed, but this is an administrative consideration that follows after determining what skills and competencies the project requires. Structure is about how resources are organized, not what resources are needed.

**Why not C:** Budget constraints are important but come after identifying what resources are needed based on the work. Starting with budget may lead to under-resourcing the project or selecting inappropriate skill sets simply because they are less expensive.
