CAPM Practice: Determine how to gather requirements

Formal inspection (Fagan inspection) is a rigorous peer review process with defined roles, preparation requirements, defect logging, and metrics collection. Reviews range from informal to structured but rarely have all the formality of inspection. Both serve requirements quality assurance — inspection at the highest level of rigor.

**Why not A:** The distinction between inspection and review is not about who performs them. Both can be conducted by internal team members. The key difference is the level of formality — inspections have defined roles (moderator, reader, recorder), structured processes, and rigorous defect tracking, while reviews are less formal.

**Why not B:** Neither inspections nor reviews are limited to a specific type of requirement. Both techniques can be applied to functional requirements, non-functional requirements, and technical specifications. The distinguishing factor is the degree of formality and structure, not the subject matter being examined.

**Why not C:** Inspections and reviews are not synonyms. While both are quality assurance techniques for evaluating requirements, inspections follow a significantly more structured process with assigned roles, entry and exit criteria, and formal defect logging.
