Following the planned scope management framework means adhering to the established change control process. All scope changes, regardless of perceived benefit, must go through formal evaluation and approval to assess impacts on time, cost, quality, and other constraints.

**Why not A:** Rejecting the change outright simply because it was not in the original scope is too rigid. Changes that benefit the project can be accommodated, but they must go through the formal change control process for proper evaluation and approval.

**Why not C:** Implementing the change immediately, even if it benefits the project, bypasses the formal change control process. Without proper evaluation of impacts on time, cost, quality, and other constraints, the team risks unmanaged consequences.

**Why not D:** Negotiating to defer the change to the next phase is premature. The first step is to submit the request through the formal change control process, where its merits and impacts can be properly evaluated. Deferral may be one outcome, but it should not be assumed before evaluation.
