When a risk is identified in the risk register, especially a high probability/high impact risk, the project manager should develop and document response strategies. This might include mitigation actions like soil testing and planning reinforcements. The risk register is then updated with the planned responses.

**Why not A:** Archiving the risk register until foundation work begins is passive and irresponsible for a high probability/high impact risk. Proactive response planning should happen immediately upon identification, not deferred until the risk event is imminent.

**Why not B:** Transferring the risk to the sponsor is not an appropriate response. Risk transfer involves shifting the financial impact to a third party (such as through insurance or contracts), not simply escalating ownership to the sponsor. Additionally, the project team can and should develop mitigation strategies for this risk.

**Why not C:** Removing a risk from the register because similar risks are common in the industry is negligent. Common risks still require documented response strategies, especially when they have high probability and high impact. Every identified risk should remain in the register with appropriate response plans.
