A business need describes the problem or opportunity (e.g., 'We're losing customers due to slow checkout'). Requirements describe the conditions the solution must satisfy (e.g., 'Checkout must complete in under 30 seconds'). BA bridges these layers.

**Why not A:** Ownership of business needs and requirements is not defined by role in this way. Business analysts, stakeholders, and subject matter experts all contribute to documenting both needs and requirements. The distinction is about abstraction level, not who writes them.

**Why not C:** Business needs and requirements are not the same thing. A business need identifies the high-level problem or opportunity, while a requirement specifies a detailed condition the solution must satisfy. Conflating them leads to poorly scoped solutions.

**Why not D:** This reverses the actual relationship. Business needs are business-facing, describing organizational problems or opportunities. Requirements can be either business-facing (functional) or technical (non-functional), depending on their nature.
